Efreisone is the personification of Greek Rituals, not really a goddess, but an immortal. She is, in fact, an Olympian, and she supports Greek initiation goddess rituals, and punishing rituals as well.

Since Efreisone is the personification of Greek rituals, she doesn't really have to be appropriate. Since Greece laws were quite gruesome dealing with mortal and everyday citizens in Greece, (besides Pandora).

She's normally supporting Hera's harsh judgement just as well as Zeus'.
